Oregon's drug decriminalization measure, Measure 110 is a big topic of conversation for state lawmakers during their short session this month. They've announced their intention to re-criminalize drugs through House Bill 4002.
But that's only half of what the measure does. It also redirected cannabis tax dollars towards treatment and recovery services - an unprecedented investment for Oregon. Each county created a Behavioral Health Research Network (BHRN) to disperse the funds.
One recipient is Yasiin's Luv, a culturally specific full-spectrum doula service in Portland. Yasiin's Luv focuses on serving African-American and Indigenous clients, and they also serve parents who have Substance Use Disorder.
KBOO's Althea Billings spoke with the founder, Telia Anderson to learn more about her practice, and what the BHRN funds have allowed her doula service to do for her community.
