   The City council of New Orleans voted last night to criminalize homelessness -- just two months after deciding to demolish thousands of undamaged, affordable public housing units. Housing activists have called the latest move an outrage that targets the poorest survivors of Hurricane Katrina. Six activists were arrested yesterday at Saint Bernard housing project, and dozens more marched on the home of Louisiana Senator David Vitter. Vitter has been responsible for single-handedly blocking a piece of legislation in the U-S Senate that would provide a one-to-one replacement for every demolished public housing unit
