The week that saw Donald Trump inaugurated as the 45th President of the United States also saw a flurry of worldwide protests.  Portland was no exception as two distinct public actions saw very different reactions from city officials and police.  The Women's March on Portland featured friendly PPB officers in furry pink hats while Portland's Inauguration Day protesters were met with riot helmets, chemical agents & rubber bullets.  Police declared Friday's march an unlawful assembly and that the free speech portion had ended.  What does it mean to protest and does one need the permission of the state to do so?
